  • MyCIF reaches out to MSMEs and entrepreneurs in Sabah

    Malaysia Co-Investment Fund (MyCIF) has reached out to micro, small and medium enterprises (MSMEs) in Sabah, for opportunities in funding business expansion and their working capital needs through equity crowdfunding (ECF) and peer-to-peer (P2P) financing.

    Sabah Minister of Industrial Development & Entrepreneurship YB Datuk Phoong Jin Zhe officiated the one-day roadshow themed “Empowering Financing, Advancing Growth” in Kota Kinabalu. Around 300 representatives from business associations, government agencies, venture capital, private equity and MSMEs attended the event.

    Organised by the Securities Commission Malaysia (SC), the event was supported by Invest Sabah Bhd, a key development partner with deep local networks and strong links to state and federal MSME initiatives.

    It featured networking sessions, breakout discussions, and exhibitor booths where participants engaged with SC-registered ECF and P2P platform operators and heard first-hand success stories from companies funded through MyCIF.

    MyCIF, Malaysia’s first public-private co-investment model, was set up by the Ministry of Finance under the 2019 Federal Budget. Administered by the SC, MyCIF has since co-invested in over 70,000 campaigns, benefiting more than 9,500 MSMEs nationwide. In 2024, the fund exceeded RM1 billion in total co-investments. It employs a 1:4 co-investment ratio under its General Scheme and a 1:2 ratio for targeted initiatives such as the Food Security and Environmental & Social Impact Schemes.

    SC Chairman Dato’ Mohammad Faiz Azmi said that MyCIF has been a game-changer for MSME growth, providing much-needed capital that is often a challenge to access through traditional channels. “The Sabah roadshow is integral to MyCIF’s national outreach, designed to expand awareness of alternative financing among businesses across Malaysia,” he said.

    “It provides entrepreneurs a direct insight into how ECF, P2P and MyCIF can fuel their growth at every stage.”

    “The government, through MyCIF, continues to support MSMEs as key engines of growth, innovation and job creation. This is evident in the RM40 million allocation under Budget 2025 to further expand access to ECF and P2P financing nationwide,” he said. Invest Sabah Chief Executive Officer Dr. Firdausi Suffian welcomed the collaboration with the SC.

    “Partnering with the SC in this event has enabled Invest Sabah to amplify its efforts in empowering local entrepreneurs. This roadshow is a vital platform for MSMEs in Sabah to gain insights and forge connections that can help propel their businesses forward,” he said.

    As of 2024, total funds raised through MyCIF co-investments alongside private investments have surpassed RM6 billion, enabling businesses to access funding via ECF and P2P financing platforms. MyCIF has attracted 4.1 times private investments for every ringgit co-invested, demonstrating a strong crowding-in effect.

    Over the past six years, MyCIF has played a pivotal role in improving access to alternative financing, fostering the growth of over 9,500 MSMEs in the local entrepreneurial ecosystem.

    SC collaborates with Durham University

    The Securities Commission Malaysia (SC) has launched the Young Regulators Development Programme (YRDP), in collaboration with Durham University, United Kingdom. The two-week, intensive capacity building programme aims to cultivate a pipeline of skilled talent to support the growth and stability of regional capital markets.

    To be held annually from 2025 to 2027 in Kuala Lumpur, this programme targets early-career capital market regulators with three-to-five years of work experience from ASEAN and IOSCO member regulators.

    The YRDP serves to enhance young professionals’ competencies and aptitude by providing a strong foundation in capital market regulation and supervision while keeping them updated on emerging trends and best practices.

    Speaking at the signing ceremony between the SC and Durham University in Durham, United Kingdom, SC Chairman Dato’ Mohammad Faiz Azmi said that the initiative underscores the SC’s commitment to nurturing talent and strengthening regional regulatory capacity.

    “Investing in young regulators is essential to navigating the complexities of today’s dynamic capital markets. It also aligns with the region’s ambitions to build a resilient, well governed and internationally competitive capital market.”

    “The YRDP will also foster meaningful connections among fellow regulators, paving the way for closer international collaborations in years to come,” he said.

    Durham University, ranked third in the UK and globally recognised for its excellence in law, finance and economics, brings academic rigour and international expertise to the programme.

    The course will be led by Dr. Federico Lupo-Pasini, Professor of Financial Law and Director of the MSc Law and Finance, who played a key role in developing the programme, and features guest lecturers and leading industry practitioners.

    Professor Volker Roeben, Dean of Durham Law School said, “Durham University offers education that transforms our students, and enables them to transform the world. We look forward to bringing our world-leading academic excellence to this important new programme.

    “In addition, we offer an ASEAN Financial Regulators Scholarship, providing financial support for ASEAN regulators pursuing an MSc in Law and Finance at Durham,” he said.

    “This empowers young regulators to broaden their knowledge, develop critical analytical and leadership skills, and enhance their career prospects in the evolving financial sector,” he added.

    The programme will be structured over two weeks, covering the following core areas:

    • Week 1 – Core foundations in capital market development, regulation, and supervision.
    • Week 2 – Advanced and cutting-edge themes & trends including digital assets, fintech, cybersecurity, sustainability and ESG, and Islamic finance.

    The inaugural cohort will commence in August, with Malaysia as the regional host. This location ensures greater accessibility, cost efficiency, and encourages participation from across Asia Pacific, the Middle East and other jurisdictions.

  • SC warns public on cloned public register scam

    The Securities Commission Malaysia (SC) today alerted the public on a new investment scam, involving a cloned version of the SC’s Public Register of License Holders and Registered Persons. This method of deceiving investors sees scammers falsely claiming to represent entities purportedly licensed by the SC. To support these false claims, potential victims are directed to a fraudulent website that mimics the SC’s official Public Register portal.

    Upon entering the name of the fake entity into this cloned site, the search result will show that the fake entity is legitimately licensed by the SC. The fake listing includes fabricated company registration numbers, license details, and other fictitious credentials.

    Victims are persuaded to transfer funds into mule bank accounts allegedly for the purpose of investing.
    Since the discovery of this new investment scam, the SC has taken immediate steps to bring down the identified cloned websites.

    Notwithstanding, the SC urges the public to be alert and never click on random links received from unknown sources. Investors should only use SC’s official Public Register directly at www.sc.com.my to verify the legitimacy of an entity.

    Investors are also reminded to avoid transferring funds into bank accounts of suspicious entities, which may possibly be mule accounts used by scammers.

    SC unveils initiatives to drive adoption of Masaqid al-Shariah Guidance in ICM

    The Securities Commission Malaysia (SC) today launched the 40 Hadiths book series on sustainability and ethical sales transactions to promote a deeper understanding of the Islamic perspective on sustainability and Islamic ethics in commercial transactions.

    The publications, launched during the 3rd SC Nadwah of Shariah Advisers in Islamic capital market (ICM) (SC Nadwah), aim to enhance industry awareness and practical implementation. They mark a significant milestone in raising industry awareness on embedding the principles of Maqasid al-Shariah Guidance (Guidance) in ICM, specifically in areas such as environmental stewardship, responsible business, and trade practices.

    The SC Chairman Dato’ Mohammad Faiz Azmi said internalising the Guidance encapsulated in these hadiths contributes to the development of a just, inclusive and sustainable economy.

    “More importantly, the SC is committed to making Maqasid al-Shariah a fundamental framework for business dealings in ICM,” he said. “The outcomes that we are witnessing today is one of the approaches towards ensuring Islamic financial products and services are designed and implemented in a way that promotes the welfare of society and the environment,’’ he added.

    The SC also announced the establishment of the Maqasid al-Shariah Task Force for ICM (MaTF), that will drive and streamline adoption of the Guidance across the Malaysian ICM. This includes identifying areas for strategic collaboration and innovation between regulatory bodies and industry players.

    Members of the task force include Bursa Malaysia Berhad, the Malaysian Association of Asset Managers (MAAM), the Federation of Investment Managers Malaysia (FIMM), Malaysian Investment Banking Association (MIBA), the Association of Islamic Banking and Financial Institutions Malaysia (AIBIM), the Islamic Banking and Finance Institute Malaysia (IBFIM), and the International Council of Islamic Finance Educators (ICIFE).

    Established in 2023, the SC Nadwah serves as a convening platform for intellectual discourse on applied Shariah knowledge sharing and charting the next wave of innovative Shariah solutions among Shariah advisers and market practitioners.

    This year’s SC Nadwah brought together over 200 stakeholders from the Shariah advisory ecosystem, including policy makers, government agencies, academia, Shariah advisers, State Islamic Religious Councils, State Mufti Departments and Islamic finance practitioners.

    Speakers were renowned industry leaders in the Islamic finance space. They include esteemed Shariah scholar Sheikh Dr. Nizam Yaquby and Chairman of SC’s Shariah Advisory Council Professor Dato’ Dr. Aznan Hasan. Sheikh Dr. Nizam Yaquby, who serves on more than 30 Shariah boards globally, including the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) and Islamic Development Bank (IDB), commended the SC’s efforts in organising the SC Nadwah.

    He said the SC should continue with this initiative, which he says is an invaluable platform for fostering strategic dialogue and knowledge-sharing in advancing Islamic finance and in facilitating the growth and readiness of the industry to navigate future challenges.

    Asia Vision Capital’s new Shariah fund connects investors to Johor’s investment opportunity

    Asia Vision Capital Sdn. Bhd. (AVC), a licensed Venture Capital Company registered and regulated by the Securities Commission Malaysia (SC), has launched QJBCCI PLT, a Shariah-compliant Real Estate Fund offering accredited investors structured access to Quayside JBCC.   • SC alerts public on impersonation scam involving fake guarantee deposits

    The Securities Commission Malaysia (SC) cautions the public on an impersonation scam demanding payment under the guise of the SC.

    The scam involves the perpetrators falsely claiming that individuals are “under investigation” by the SC for market offences such as insider trading and market manipulation.

    Victims will then be pressured to pay a “guarantee deposit” — purportedly up to RM500,000 — to avoid alleged legal action, including arrest or prosecution.

    The modus operandi of this scam has the characteristics of a Macau Scam, where the SC’s name has been misused to deceive victims into making payments.

    As a regulatory body, the SC does not endorse any investment schemes, solicit monies from the public or demand deposits in any form for regulatory investigations.

    SC celebrates investED Leadership second cohort graduation

    The Securities Commission Malaysia (SC) today marked a key milestone in its talent development journey with more than 190 graduates completing the second cycle of the investED Leadership Programme.
    Officiated by Director General of Higher Education, Datuk Professor Dr. Azlinda Azman, the initiative continues to gain strong momentum as a key capital market initiative for nurturing skilled, future-ready talent for the industry.

    Announced by Prime Minister Dato’ Seri Anwar Ibrahim in June 2023, this flagship graduate programme is designed to boost local graduates’ employability across various disciplines.

    It also marks the first-ever collaboration of its kind between the SC, the Ministry of Finance, the Ministry of Higher Education, the capital market industry, and universities—reflecting a shared commitment to strengthening Malaysia’s human capital and future workforce.

    In the span of just two years, the investED Leadership programme has trained 368 young graduates through close collaboration with industry and university partners. Of this, 233 graduates have been employed.

    The second cohort of the Leadership programme, which began in August 2024, received 1,200 applications. Following a month of intensive classroom training at the Asia School of Business, selected participants were placed with various capital market firms for six months of on-the-job experience.
    The SC Chairman Dato’ Mohammad Faiz Azmi said that investED is more than just a training programme – it is a bridge between classroom learning and career building.

    “Beyond equipping our young talent with skills, the programme also builds their confidence, drives industry growth, and nurtures a new generation of professionals for Malaysia’s capital market,” he added.
    The SC is now inviting applications for the third cohort of the investED Leadership Programme, now open until 30 June 2025. Apart from a potential career in the capital market industry, trainees also receive a monthly allowance of RM2,400 during the training period.
    Separately, the investED Foundation Programme, delivered by the SC’s learning arm, the Securities Industry Development Corporation (SIDC), also saw continued progress. Last year, more than 1,000 students enrolled, exceeding the annual target of 800 by 25%.

    In addition, investED has organised 44 career talks and 13 career fairs nationwide, reaching over 110,600 students in the last two years. Of this, 13,500 students have attended the career talks, surpassing the three-year target of 9,000 students in just under two years.

  • SC issues revised guidelines on advertising for capital market products and related services

    The Securities Commission Malaysia (SC) today released a revised version of the Guidelines on Advertising for Capital Market Products and Related Services.

    The Guidelines was revised to update certain requirements and guidance taking into account advertising and promotional trends globally and domestically, including the growing prominence of social media and financial influencers (finfluencers).

    This is towards ensuring responsible advertising activities in relation to capital market products and services.
    The revised framework will include:

    • New requirements relating to finfluencers who are not engaged as marketing agents by an advertiser yet on their own accord undertake advertising activities for any capital market products and services. They will be subject to the requirements under the Guidelines as they would be regarded as advertisers for the purposes of the Guidelines;
    • Enhancement of requirements relating to advertisers’ duty to ensure the advertising activities conducted by their marketing agent comply with the Guidelines. The advertisers will otherwise be held accountable for the conduct of their marketing agent; and
    • Enhancement of requirements relating to use of social media to address its growing use for financial promotions.

    The Guidelines will also impose a prohibition against advertising services in Malaysia, of persons who are not authorised by the SC.

    The Guidelines is part of the SC’s ongoing efforts to promote responsible advertising on new channels of advertising such as social media, ultimately protecting investors.

    In reviewing and formulating the revised Guidelines, the SC has, amongst others, benchmarked against other jurisdictions such as Australia, the UK and Singapore, and considered the feedback received from engagement with relevant stakeholders including finfluencers.

    The revised Guidelines will come into effect on 1 November 2025 to allow sufficient time for advertisers to familiarise and make the necessary preparations to meet the new requirements.

    The Securities Commission Malaysia (SC) is collaborating with the Oxford Centre for Islamic Studies (OCIS) to launch the Sultan Nazrin Shah1 Fellowship, a distinguished academic position aimed at driving thought leadership and innovation in Islamic finance.

    The Sultan Nazrin Shah Fellowship offers the selected fellow a unique opportunity to work and engage with global scholars and industry leaders to shape the future of Islamic finance.

    Beyond research on emerging trends and innovations, the fellowship will focus on strengthening strategic partnerships, joint projects, and knowledge sharing for the advancement of the industry.

    SC Chairman Dato’ Mohammad Faiz Azmi said, “As a global leader in Islamic finance, the SC is committed to shaping the future of the industry through knowledge, innovation, and collaboration. This fellowship will serve as a catalyst for pioneering research and fresh ideas to drive meaningful progress in Islamic finance.”

    The ideal candidate should possess a doctorate in a relevant field2 with extensive research experience. Experience in securing funding for research projects and partnership development would be an added advantage.

    Applications at OCIS are open until 5 May 2025. The full-time fellowship will be based at OCIS, with placement expected to commence by Q3 2025, in line with OCIS’s academic year.

  • Malaysian capital market hits record RM4.2 Trillion in 2024

    The size of the Malaysian capital market hit an all-time high of RM4.2 trillion in 2024 (2023: RM3.8 trillion), driven by the growth in stock market capitalisation and bonds and sukuk outstanding.

    The assets under management (AUM) of the fund management industry reached a new high of RM1.1 trillion (2023: RM975.5 billion) – passing the RM1 trillion mark – on the back of strong global equity market performance, the Securities Commission Malaysia (SC) said in its Annual Report 2024 released today.

    2024 also saw much higher fund-raising activities, growing to RM138.9 billion (2023: RM127.7 billion). These include a record 55 IPOs (2023: 32 IPOs), which raised a total of RM7.42 billion (2023: RM3.6 billion).
    The SC Chairman Dato’ Mohammad Faiz Azmi said the sustained growth, helped by robust bond and sukuk issuances, showed that the capital market remained resilient, and it continued to facilitate capital formation and help support the national economy.

    Looking ahead, he said the SC is now drafting a new five-year capital market masterplan, focusing on key areas such as improving financial security for retirees and promoting sustainable financing.
    “Building on our market’s strengths, the SC remains committed to fostering an inclusive and vibrant capital market, while facilitating innovation and enhancing regulatory efficiency,” Dato’ Faiz said.

    AOB Annual Report 2024: Strengthening Audit Oversight

    • 42 audit firms and 393 individual auditors registered and recognised by the AOB.
    • Inspected 40 audit engagements audited by 40 individual auditors from 13 Audit Firms to ensure compliance with auditing and ethical standards.
    • The AOB took three enforcement actions against two audit firms and four individual partners for breaching auditing and ethical standards in 2024. The actions included reprimands, prohibitions and monetary penalties totalling RM275,000.
    • The AOB, in collaboration with MICPA, continues to strengthen capacity building for registered auditors through targeted workshops.
    • The AOB subsidised 100 accountants from AOB-registered firms for the GRI Professional Certification Programme, conducted by SIDC in October 2024. These initiatives, alongside ongoing engagements and technical sessions, demonstrate the AOB’s commitment to equipping auditors with the necessary knowledge and skills to uphold high professional standards in financial reporting and sustainability assurance.
    • Strengthened corporate governance in PLCs to increase investors’ confidence in the quality and reliability of audited financial statements through regular engagements with Audit Committees of PLCs.

    Capital Market Stability Review 2024: Market Resilience Amid Global Uncertainties

    • In 2024, amidst a buoyant performance, the Malaysian capital market was influenced by several external factors, including interest rate adjustments by major central banks, fluctuations in foreign exchange rates, and rising geopolitical risks. Despite global headwinds, the Malaysian capital market remained resilient and orderly without any observed systemic stability concerns.
    • Adequate Capital Buffers: Market intermediaries such as brokers and fund managers maintained robust risk management controls to manage their risk and liquidity positions. Stress tests on investment funds also affirmed the resilience of funds to redemption shocks even under extreme scenarios.
    • Improved PLC earnings: Strong earnings of PLCs, mainly contributed by the energy, property and construction sectors, lifted the index performance and contributed to positive revenue growth of stockbroking intermediaries.
    • Cybersecurity in focus: The thematic review highlighted the importance of cyber resilience and for capital market entities to be prepared for evolving technology and cyber risks, in order to maintain market stability

    In 2025, the SC will continue to strengthen key market segments while reinforcing market conduct, governance and financial sustainability. Major initiatives include:

    • ASEAN Capital Markets Forum (ACMF) initiatives under the SC’s chairmanship, including sustainability-related taxonomies and guidelines, and finalising the five-year ACMF Action Plan 2026-2030.
    • Develop the Capital Market Masterplan 4 (CMP4) to provide a long-term vision for the Malaysian capital market. CMP4 aims to ensure the Malaysian capital market remains competitive and resilient amid economic, social and technological changes.
    • Focus on reinforcing Malaysia’s leadership in Islamic finance. This will include developing specific indicators for each Maqasid al-Shariah principle, starting with the equity market. This is to encourage greater Islamic product innovation and boost Malaysia’s leadership in this space.
    • In 2025, Malaysia will undergo two key assessments. These are the Financial Action Task Force (FATF) Mutual Evaluation and the biennial Corporate Governance (CG) Watch for the Asia Pacific region.
      • Focus of supervisory and enforcement functions include strengthening risk assessment in higher-risk sectors, improving monitoring mechanisms, enhancing measures to detect and prevent money laundering (ML) & terrorism financing (TF) in ensuring compliance with FATF’s 40 Recommendations.
      • The CG Watch assessment is expected to be carried out in 4Q 2025 and published in 2026. Ahead of the assessment, the SC and relevant stakeholders will proactively implement necessary interventions to address identified gaps.
    • Reviewing fees to provide a sustainable regulatory and developmental environment that supports the capital market’s growth and scope. The review, which involves extensive consultations with various stakeholders, is targeted to be completed in 2025.
