    Five-year collaboration will build the technology, data, and delivery capabilities needed to translate genomic research into real-world healthcare applications under Singapore’s National Precision Medicine programme.

    SINGAPORE – Media OutReach Newswire – 2 October 2026 – Precision Health Research, Singapore (PRECISE), and AI & digital transformation company, Temus, signed a memorandum of understanding to establish a PRECISE-Temus Joint Innovation Centre (JIC), a five-year collaboration to support the technology, data, and delivery capabilities for Phase III of Singapore’s National Precision Medicine (NPM) programme.

    The signing took place at the Precision Health Partnerships in Singapore event, witnessed by Guest of Honour Mr Ong Ye Kung, Minister for Health and Coordinating Minister for Social Policies.

    The JIC brings together PRECISE’s leadership of Singapore’s national precision medicine programme with Temus’s vision-to-value with velocity approach to transformation. It will help translate precision medicine from research into practical applications by strengthening the digital infrastructure, operating models, and safeguards needed to manage genomic data securely and responsibly.

    Supporting Phase III of NPM

    NPM’s Phase III, launched in November 2025, aims to sequence the genomes of about 10 per cent of Singapore’s local resident population (450,000 residents) – and build evidence on how genomic information can be used responsibly in healthcare at population scale, while continuing to support research into health and disease.

    “Phase III is not simply about sequencing more genomes. It is about ensuring that NPM Phase III can manage genomic data securely and responsibly, in ways that support both research and care. The Joint Innovation Centre gives us a practical way to develop the platforms we need, keep them current and ensure they continue to meet evolving needs in this fast developing field without compromising security or scientific quality,” said Professor Patrick Tan, Executive Director of PRECISE.

    The JIC builds on work that PRECISE and Temus have undertaken together since 2024, providing a proven foundation for the next phase of the partnership. This includes plans to build a secure genomics data infrastructure that handles around 13.6 petabytes of genomic data – scaling to more than 60 petabytes, cutting data-processing timelines from weeks to days, and generating genome-wide association results for 100,000 genomes. The work spans data pipelines, research platforms, and visualisation solutions.

    Building on secure genomics infrastructure

    The JIC aims to place this work within a longer-term operating model. Scientists and engineers will work together to develop shared platforms for processing and analysing whole-genome data efficiently, sustainably and securely. The centre will also help ensure that these platforms can be maintained and improved as programme needs evolve, rather than rebuilt for each new project.

    The team will also establish structured processes and appropriate safeguards to assess and integrate emerging methodologies and technologies, including AI-enabled tools.

In partnership with PRECISE, Temus plans to explore talent development pathways for specialist consultants and engineers in areas such as computational biology and bioinformatics specific to precision medicine and genomics. These specialists would work alongside research and technology teams to build practical expertise through live projects.

    For Temus, the JIC also represents a significant healthcare application of its AI Foundry, one of the priority sectors under Singapore’s National AI Impact Programme.     By acquiring an existing NRC-licensed fuel cycle asset, NANO Nuclear is strategically positioned with the flexibility to pursue a depleted uranium hexafluoride (“DUF6) deconversion facility or additional fuel cycle processes through amendments to the existing NRC license, which NANO Nuclear believes could provide a significantly more efficient regulatory pathway than developing and licensing a comparable facility on a new site. The licensing, regulatory, engineering and technical foundation derived from the acquired assets could also inform and potentially streamline the development and licensing of similar fuel cycle capabilities at other locations. Together, these assets would provide NANO Nuclear with increased optionality to pursue domestic fuel cycle opportunities, either independently or in collaboration with other nuclear fuel processing companies.

    Establishing a Strategic U.S. Nuclear Fuel Cycle Platform

    The NRC license was originally issued to construct and operate a DUF6 deconversion and fluorine extraction facility in Lea County, New Mexico. The proposed acquisition also includes related patented technology, engineering and safety analyses, regulatory and permitting materials, equipment and historical project development records. The facility contemplated under the existing license was not previously constructed.

    While the site is licensed by the NRC under 10 CFR Part 40, “Domestic Licensing of Source Material,” the licensing basis was required by the NRC to meet applicable requirements of Subpart H of 10 CFR Part 70, “Domestic Licensing of Special Nuclear Material,” in connection with a rulemaking framework previously contemplated by the NRC. NANO Nuclear expects the acquisition of an existing licensed fuel cycle facility developed to these requirements to facilitate a more streamlined regulatory pathway for adding certain additional fuel cycle processes requiring authorization under 10 CFR Part 70 through future license amendments if desired, subject in each case to applicable NRC review and approval.

    Following closing and transfer of the NRC license, NANO Nuclear plans to continue its evaluation of several options in determining the optimal commercial and development pathway for the acquired assets, including potential deconversion and other fuel cycle activities, as well as opportunities to collaborate with potential strategic partners. No final investment decision has been made, and any future development remains subject to applicable technical, commercial, financing and regulatory considerations.

    Transaction Terms and Next Steps

    Under the asset purchase agreement, the consideration being paid for the assets at closing is $9.5 million in cash and $4.0 million in NANO common stock, payable and issuable at closing in accordance with the agreement. Closing remains subject to NRC consent to the license transfer, other required approvals and consents (including from New Mexico officials), satisfactory site arrangements and other closing conditions. The parties currently expect closing in approximately 90 to 120 days, although the timing will depend on those approvals and conditions.
